It's all additive - you gotta remember that some of those big turbo cars also may have larger cams / valves / cylinder head work and that can be a significant factor.

One of the biggest factors I have seen is E85. The same car running race fuel vs E85 can have a huge difference. E85 has a cooling effect and that dramatically changes things. All of a sudden, you can have a 530 car running E85 make over 400lbft of torque at 3500RPM.

I believe he does have bigger cams and such. I believe the red run was final on pump fuel IIRC. Note how between 3000RPM and 3500RPM, despite the boost level being the same, how the torque curve pulls away from the pump fuel curve.
