Message	home distance limit. Basically that prevents going to ZdayZ, ZNationals or most Zcons. After 25 years you're exempt from Northern VA emissions testing anyway so there is little reason to mess with it. The annual inspections are not too difficult so to me the tags are more of a hassle then they are worth.
