Section 232 of the Trade Expansion Act allows the president to impose tariffs on goods from other countries if there is a threat to national security. Commerce Secretary Wilber Ross has outlined the national security threat that Canada and other countries pose to the US in order to justify these tariffs. Otherwise congress has the power to impose tariffs. Today’s congress does not support tariffs, but seems to be less inclined to object to anything the president wants. This seems to be a direct break of the Republican party with their past platforms, and the free trade policies of president Reagan.
