So no, stock throttle bodies do not limit power. The restrictors for most racing classes are much smaller than our throttle bodies. Last ALMS race I was at the prototypes had 2 ~1" restrictors. WRC cars have a single ~38mm. FSAE cars make almost 100hp on a 20mm restrictor. We've got 2 52mm throttle bodies. EACH ONE has more than 6 times the flow area.
The other thing to consider is all the other things in the system that are limiting flow more than the throttle bodies.
