Message has coolant flow to:

1. Prevent (internal) icing in extreme cold operating environments for higher velocities of air flow. Doesn't do anything for cold starts.

2. A heated throttle plate better resists carbon deposits and buildup. -- less likely to stick. My system was removed years ago but can't say I've noticed anything much?
