My SZ base tune does too. Initially it was going even lower and we did a couple rounds of modifying it. Hoping to get a dyno tune that will resolve some of that eventually.
IIRC when SZ did my first dyno tune on my other engine they set the start point at 12.0 PSI (which shows as 120 on the Profec, btw) to hit ~16PSI on stock turbos. My gain is 8% and duty cycle varies on where I am and the temperature.
