As for the cutoff shield, if you take a look at how you modify them, especially the pic Bernie shows where the shield has the markings for grinding off material, what you are doing is raising the cutoff on the passenger side (by removing shield material) and leaving untouched the "blinding" driver side (which is passenger/road shoulder side in Japan), that means you still need to manually adjust down the assembly once installed, something you can do without cracking open the lights at the expense of reeling in the passenger side beam "reach". Since I drive almost exclusively in the city apart from a run down to the Keys every now and again, this doesn't concern me at all. And to be honest with all the Jeeps running around with completely unadjusted LED light bars flooding light in all directions on the road and the apparent lack of a trail of destruction of "blinded drivers" behind them, I'm leaning towards thinking you can leave the '99 headlights just the way they are or maybe dial them down slightly and be just fine. I'll be putting mine on unmodified and see for myself just how necessary this task is before going through the asspain. I don't own a bench grinder, or a bench anymore, and wouldn't hand-dremel it with a c-clamp and the kitchen counter. Besides I live in Miami, and to be honest part of me would likely get some satisfaction out of blinding these fucking assholes on the roads here if that truly were the case. Fight fire with fire I say. We shall see.
