I only mention the GT550 because the low and mid range torque makes them extremely fun on the streets and on a short track they won't disappoint either. I believe people overlook their performance on 93 octane (+/- 460whp) and he still can tune for E85 with the 740cc injectors and single pump making around 560whp/wtq on track days, where the 2860 you will need top feed and dual pumps to get the most out of them. But no matter what, with only $3K, he will have money only for a partial breather mods (2.5" piping, massives IC, dual intake package, expansion DP and test pipes), injectors, boost controller, all the little maintenance items that will come up and depending on what he got, a clutch.
