Unless it has been garaged and covered, a 20 year old vehicle will need need restoration, including paint. Occasionally we see that someone has been able to revive with buffing, but even then there are usually plenty of "life" events that are apparent in the finish Yes, I would much rather have a car with all-original finish (because you know what's not being covered up), but I would also expect it to look like a 20-yr old, 80K used car ;-)
