:Torque plate is always better if you can do it. :Personally I'd get the machine shop to do complete disassembly and re-assembly. That way you can be sure that everything is perfect.I took apart an engine that was assembled by a machine shop, and two of the piston rings were installed upside down. This was the second ring, and the taper was facing the wrong way (not napier). Caused an annoying oil consumption problem. If you have the tools and the ability, ALWAYS double check the machine shop's work. You can force them to fix mistakes before you install the engine, but after you've run it, all bets are off.
And have some sort of warranty for the work performed. if it hasn't been run, yes. It will be difficult to prove fault if the engine is blown
