Message and more to do with budget/future-planning. Upgrading turbos, and everything that comes with an engine-out job, is a good chunk of money already. An additional ~$350 is an easy pill to swallow for the inlet piping (and it makes sense to do during turbo replacement job). 2.5" charge piping and intercoolers would add another ~$1200-ish, but can be done later on with engine in-chassis with relative ease. I'm betting he opted to wait on that upgrade.
