Totally possible. Put a small electric motor between the turbine and the compressor. Make sure it's capable of regen braking. get a controller and battery pack. So.. it spools the turbo up using the batteries. Instead of sending that exhaust out the wastegate, use it to regen brake the motor (so it charges the battery packs again). An additional bonus is the compressor is further away from the turbine, so it's also cooler air being compressed. Just look at the F1 cars... they use this sort of system. It'd be expensive without going to a single turbo solution because the twins double the cost...
