Typicially with a boost leak test you will pressurize the system from the intake. When the car is running under boost, only the systems AFTER the turbo are subjected to boost. Whats the difference? Well with the test, you are also pressurizing parts of the system (via the vacuum lines and pcv) that would not normally see the higher pressures, (like the crank case), and their associated parts and seals that are not designed for the higher pressures. So basically you are testing at lower PSI as a balance between eliminating any leaks that become apparent at the lower pressure and avoid damaging seals etc from too much pressure. But you are correct - that does not guarantee that you wont blow a boost hose once you run the car up to 20 psi once you are are the strret/dyno.
