As far as the voltage fluctuations at idle. It can also be caused by ever so slight changes in the internal TPS position during pulsations of the engine operation effecting the intake flapper. You have to take into effect the ECU keeping a balance of things by making adjustment to things such as the IACV. This balance will be even harder to maintain with a highly modified setup.
