There is a product called scuff stuff that I use with a scuff pad. Depending on how bad the rock chips are you could try spot priming the areas. Most body shops that I've seen just spray over and ignore the chips. I don't like it though definitely not quality work. Or you could always sand it smooth and spray your own texture.
