I don't like leaving posts unresolved so I'm providing a follow up. Put a better matched shim between the nut and got the throttles opening almost exactly the same on each side now. Tested each by putting a narrow strip of paper under the butterfly and VERY slowly opening the throttles to measure the point it gets released. I followed this up with setting the idle and checking the TPS setting. No change to the TPS but better safe than sorry. Throttle response seems better overall so I'm going to leave it as is. If things change I will post another update.
