The ECU opens the solenoid to vent flow of out the boost line to raise the boost pressure. Everything is jetted and the flowrate of the solenoid match such that at 9.5psi of inlet pressure, there is 7psi at the actuator. It is a "controlled bleed" of pressure by venting some of the flow back into the compressor inlet pipe.
