Message From my experience, i got estimates for shipping a front bumper and the weight didn't make a difference. I put in the dimensions of the box and tried both 10lbs and 25lbs for the shipping weight and it didn't make a difference. I also tried calculating shipping from Harrisburg, Pa to Pittsburgh, Pa and from Harrisburg, Pa to a location in NC and both shipping quotes were around $250 ish and within $10 of each other. Quotes were from FedEx and UPS.

My point is, the weight wont really matter...but rather the size of it. The cheapest way to ship something that size would usually be Greyhound, but they also have restrictions. You could call around to places like Z1 and other vendors that sell and ship that item to see what they do.
