Message Deff need a shroud on a pull set up. There are many articles out there as well that detail how putting the fan right on the radiator in a pull config will reduce its effectiveness. The shroud is what allows the air to be pulled from across the whole face of the radiator.

As far as being at speed. The fan shuts off when its gets cool enough. At that point its just a pass through. It also shuts off at what ever speed you program it for. Right now it's set to 65mph (was the standard setting in the ecu programming I am using). That can be changed but I haven't messed with it yet.
