Message	cold nights even here in CA as well. The OP has seen this in person happening too. It is just too much moisture for the desiccant to handle I suppose. My best guess is it needs to be resealed since the other side never fogs up. BTW, you don't have to remove the fascia, fenders, etc... to get to the headlights. Bernie has a Auto-FAQ here which shows only the center panel comes out. LINK
