the larger turbo is pushing. So the anti surge housing allows compressed air being pushed out of the turbo to recirculate back into the inlet to prevent compressor surge. So the turbo is spinning fast enough at high RPM, that when the car shifts gears, it's at a low enough RPM that the air that the turbo was pushing has to find a place to go so you get compressor surge and the turbo wheel slows down rapidly instead of continuing to free spin. In other words, the engine can only use so much air and this turbo is large enough to cause surging on a 1.6L engine. (IIRC is is a stroked 3.2L which is why I said 1.6 and not 1.5)
