Dont you set the actuator at the minimum boost and use the EBC to raise it up? That is why you shouldnt have an issue with "overboosting" in case the hose should fall off. Btw, since both turbo wastegates are controlled by a single EBC with a "T" in the line, you should still have the same boost at both turbos, not just the one at which the hose came off of (and would be controlled by actuator spring pressure in case of EBC failure or a loose hose). Perhaps Ztuner or someone else can chime in here...
