If its boost jets you may need different ones with higher elevation. If its a ebc, you should be able to run a higher duty cycle to achieve the boost level you want given there are no leaks. When you did your boost leak test did you check the egr valve? It gets over looked often, and causes hard to find boost leaks. During the refresh would be a good time to trash it.
