That first photo shows the rig setup we use. The car gets pushed in neutral from out of frame. So it's really moving at a fraction of a mile an hour. Then we go in and photoshop out the boom arm, clamps, cups, etc, in post. Sometimes we have to layer in a good background shot with a sharp rolling image of the car to compensate for reflections, or over exposure from background lights and what not. You can achieve the same effect panning with any shudder slower than about 1/125 if you catch it at a higher speed roll. The faster it's rolling, the more dramatic the effect.
