Message Don Wood, aka Black300ZX, did all my powdercoating, and he's amazing. The plenum was roughly polished when I bought the car, so it was smooth to start. You'll need to sand it to at least smooth it if you want it to look like that. I'm not sure if he's still doing PC work, but he may be, and if he is, he's the man.

You can polish your own plenum to a mirror finish in about 40 hours. Or smooth it enough to paint it in a lot less. Some people have had good results painting them.

As for the throttle covers, Powertrix.com offers the stainless steel and carbon fiber ones. But painting is significantly cheaper. Just be sure to clean the cover of any oils and rough it up a bit with some 800 grit or so sandpaper to make the paint adhere well.

The fan shroud was my own custom work, it's a tedious process, but here it is: Dremel with a drum sanding attachment till the ribs are even with the shroud. Get as close as possible without going thru. I left the top ridge and the small ribs for strength; don't want the shroud cracking. Hand sand with a 100 to 200 grit paper to even things out. Cover with a thin layer of bondo body spot filler putty. Let dry, then sand. Repeat process till surface is smooth as you want (was about 5-6 cycles for me) then begin painting with light coats. Let dry, then wet sand between coats, starting with about 400-500 grit and moving on up to 2000 before final paint. You may have to add more putty depending on your OCD level, as the paint layers can highlite flaws.

The couplers are red, I assure you. I am an amateur photographer at best :-) The timing belt covers were also sanded and filled and painted using a similar method. Regular old paint is fine, no need for high temp.

Basically, if you have time, patience and money for sandpaper and paint, you can get similar results :-)
