Message There is voltage, but that doesn't mean anything since it's an open circuit--voltage only has meaning in terms of a different level, and since there's no circuit, positive vs. negative means nothing.

Having a positive voltage present in an open circuit is no different from the other hundred things in your car that have a negative voltage present (by being grounded).

If you hold a battery in your hand with one of the terminals touching you, it doesn't matter how long you sit there, it's not going to shock you. More likely the ethanol is able to break down whatever that resin is, and either it or the water short the solenoid.
