Message pictures. I've never heard or read that reasoning to turn rotors at every pad change before. I've never seen uneven radial pad wear, as you indicate, on routine or track pad swaps on either of my cars.

The counter argument would be that turning the rotor makes it thinner, which can induce braking problems of its own.
