The black car with black wheels is lowered, and the offset as you asked is +19 front, and +24 rear. That is a VERY aggressive offset, and frankly I'm pretty surprised it fit. I run a 18x9.5 + 35 in the back and it required rolling of the fender. Others can help with proper offset sizing, but for a 10" wheel to fit under the rear fender properly, I believe you'd want something around a +45 offset. For a 9 in the front, probably around a +25, and that'll sit flush. With those sizes - if you do lower it, for tires I'd say a 245/40/18 up front, and a 265/35/18 out back (possibly 275/35/18). You can surely fit wider tires on the wheels, but to eliminate chances of rubbing and to give the car an aggressive look, those are around the sizes I'd use.
