Message	St. Louis does it every other year, and all they do the gas cap test and then a low/high speed dyno test for CO and NOx. That's for our cars; not sure if OBDII just gets a plug-in. They didn't look under my hood or under the car, despite it having a West Wings kit and aftermarket wheels on it (I'd just bought it).
