Message You are thinking of China, or cars in HK with dual plates. Speed signs are in English (as well as Chinese, like all road signs etc they all come in pairs).

He has the honkie accent too which made me think its HK...how can you afford all that though in a place like HK? I am in denial.

btw: I was born in HK.
