All rev limiters do is cut fuel or spark. If you shift into the wrong gear (1st instead of 3rd, etc), the rev limiter is irrelevant. If you're doing 60 and go from 2nd into 1st instead of 3rd, when you step off the clutch the rear tires are going to yank the engine up to 9000 or whatever, regardless of power output. If you do it very briefly and are lucky, your valves won't float and no harm will be done.
