1994 car, 1991 motor -- even if the tech can differentiate the different year motors, which most of them won't be able to do, it's still an engine swap. The VIN number is the most-telling part. As far as swapping a turbo engine with a normally aspirated engine, you are supposed to get it refereed. That is the proper and only legal way. When you go to the referee, it will most definitely fail because of no pre-cats, no carbon canister, aftermarket ECU (to run your bigger injectors), etc, etc. The referees are so picky that they will fail you even for using a non-rubber vacuum hose.
