Subject	Are pre-cats needed for inspection? Where to take it in NC?

Message	I took my car to inspection after it being expired for 3 years, and the shop would not let me pass with only 2 main cats (I have SS downpipes). They said I need 4 (I guess 2 are pre-cats). I live in North Carolina Cary/Raleigh area and car is a 94 so I should only worry about safety inspection. Any suggestion to where to take it for inspection? Thanks.
