Message It's based on pressure and not directly on RPM. There is a spring loaded pressure regulator in the TT oil filter tree that only allows oil to flow to and through the cooler if there is enough pressure being supplied from the pump. This really just ensures that enough pressure is maintained to preoperly supply the engine as the oil cooler system simply bypasses the engine and filter sending oil directly to the cooler and back into the pan.
