Just shut up and pay up. You were speeding and got caught. Your Constitutional Right to a Speedy Trial is only for criminal cases. Some states have statues on times for trial, but it is not covered by the Right to a Speedy Trial. You have to check your state's statues. Anyway, you screwed up. When you showed up and they didn't have your ticket, you should have asked that your citation be dismissed. Of course, instead of arguing with the clerk at the counter, you had to sit through court and wait until the judge was finished with all of the cases.
