search manual vs electronic hint: manual will cause a spike, that is the nature of the beast. it all comes down to system dynamics... if you are aiming for x, the controls implemented achieves x in this case by bleeding off pressure at some point. but, due to time lag, pressure will actually exceed x and overshoot the desired value. 
for example, in the above graphs (generic graph pulled off internet), you are aiming for 1. you can see the red line shoot over the desired parameter then settles down to 1. in your case, the curve getting to 16 is steeper and/or the time lag is larger, causing an larger spike.
