| The only part I can understand is "i think i was running so rich cause my timing is off." Timing will not make it run rich unless it causes knocks. Then the ECU will switch to the knock maps which are much richer. The rest sounds sort of like you don't understand the system. When the wastgates are closed, all the gasses are driving the turbines so it will build max boost. A controller opens the wastgates to let the exhaust bypass the turbine and boost stops increasing. Typically, turbos build pressure under load. They do not hold a steady pressure. As speed increases, the load lessens and the boost drops. That is how it is supposed to work.
