For states with emissions testing, they will rely on the OBD2 port to scan for error codes and general function of the car. If the car doesn't have a working OBD2 port, you instantly fail your inspection. Depends on your local legalities, although federally, it's 100% illegal. You can only upgrade components to newer cleaner standards, not downgrade. Why would you even want to consider it?
