collar on the bottom of the spring is to set the spring preload. This needs to be done after you set the height to where you want it. Preload is basically where the spring has just enough tension on it, but not too much. If there is too much tension, the ride will be harsh. If there is not enough, then when you go over a dip, or low bump, then the spring could actully come completely off its seat if the shock is at full expansion.
