If it's a chip from Stillen then it's an EPROM. Stillen will only upgrade it if you send in a complete Stillen ECU with the original chip configuration. Stillen doesn't support EPROM upgrades the way JWT does by sending in just the chip. If it were a JWT chip you would only have to pay $100 plus shipping for them to change the program. If it were a 94' JWT ECU you would have to send the ECU to JWT because it's a different configuration than the EPROM in 90-93 ECUs.
Both EPROMs and EEPROMs can be erased and rewritten. EPROMs are erased using ultraviolet light and EEPROMs are erased electrically. Whatever you do, stick with JWT if you can.
