Message	based on likely hood of inexperience behind the wheel and other factors (analytically looking at statistics). Why would insurance companies charge more for a younger driver than one that has been on the road for years, odds? He could be responsible or not; although, it all depends if the seller can live with the aspect of new owner getting him and others injured or killed. I would say that would not be discrimination but judgment based on other factors beyond that of assumed maturity. FORTITUDO
