As far as on or off the car the results may be better, though the cost higher, if it's done on the car. As paint ages the color will change, If new paint is applied to the fascia, and then it is placed back on the car, there may be a difference in the color of the old and new paint. If the fascia is painted in place, they can blend/fade the new paint into the old and the difference should not be noticeable. Good luck with it.
