Is;
!DOCTYPE HTML PUBLIC "-//W3C//DTD HTML 4.0 Transitional//EN"
Should Be;
!DOCTYPE HTML PUBLIC "-//W3C//DTD HTML 4.01//EN"

And it's not on the very first line as the dude mentions in the link. It's on the second line.
