When garrett expanded their line they redid their flow testing for their existing turbos (and didn't test them all with as high of flow number as they had before). The disco potato was the gt28rs. Then it became the gt2860RS and recieved a new lower flow tested map. Then people noticed the flow map had been "revised" during the name change and they were confused/unhappy. JWT still lists the old flow map (and as I understand it they did they original testing to develop that flow map) on their website.

You can come to your own conculsions as those are the facts. I think they are barely different if at all (they do have different part numbers on the chra, ect.). But if anything it seems to be more how they are marketed/flow tested/spec'd. I think the distributors (JWT) were left in a awkward position when garrett pulled the old map off the product and put up a new map without the higher flow portions of the map tested so they asked them to put it back and the confusion you see now is the result. But, that is only my theory feel free to draw your own
