An easy fix would be to plug in electric wall socket over night before start up. -Will not pass CA smog. Passed before with the exact mods. Possibly needs a different stock catalytic converter or some cleaning. -Idle can drop if driven hard due to the blow off valves. To avoid this you will need the HKS Electronic Idle Stabilizer. -Car would sometimes not full boost. Once car starts and has full boost it will stay. Same when half boost.
